Russian and Belarusian Athletes as Neutrals in Paris 2024 Olympics

In a decision with diplomatic repercussions, the International Olympic Committee (IOC) announced on Friday that Russian and Belarusian athletes qualifying for the Paris 2024 Olympics will participate as neutrals, devoid of flags, emblems, or anthems.

Gradual Reintegration Following Ukraine Invasion:

Initially barred from international competitions following Russia’s invasion of Ukraine last year, athletes from Russia and Belarus have gradually been permitted to compete as neutral participants across various sports.

According to an official statement from the IOC, the Executive Board (EB) has approved the eligibility of Individual Neutral Athletes (AINs) who have qualified through the existing systems of the International Federations (IFs). 

These athletes, identified by their Russian or Belarusian passports, will be allowed to compete in Paris 2024.

Conditions for Participation Outlined by IOC:

The IOC clarified that neutral athletes from Russia and Belarus will exclusively participate in individual sports, with no provision for team involvement.

Furthermore, the committee emphasized that athletes openly supporting the war in Ukraine and their support personnel will not be eligible for participation.

Limited Representation and International Dynamics:

Of the 4,600 athletes currently qualified for the Paris Games, eight are Russian, and three are Belarusian. 

In contrast, over 60 Ukrainian athletes have secured qualifications for the event. The IOC’s decision reflects the nuanced international dynamics surrounding the ongoing conflict.

As the Olympic stage becomes a platform for neutrality, the committee anticipates approximately 11,000 athletes participating in the Games next year.
