UAE Shourak Program Enhances Job Transition Flexibility for Employees

GPSSA has made changes to its 'Shourak' programme, giving Emirati employees more flexibility when changing employment.

The UAE’s General Pension and Social Security Authority (GPSSA) has introduced amendments to its ‘Shourak’ program, providing Emirati employees with increased flexibility when switching jobs. 

These changes aim to streamline merging service years for employees insured under GPSSA.

Extended Submission Period:

Previously, employees were required to submit a ‘merge’ request within one month of joining a new company. 

However, with the recent amendments, Emirati employees can submit such requests within three months of joining a new employer.

The ‘Shourak’ program enables insured employees to merge their service years, ensuring they meet the eligible pension period.

Effective Date of Amendments:

The amendments to the Shourak program became effective for requests submitted to the GPSSA after July 1, 2023. 

This change was implemented because certain applications had exceeded the one-month time frame and were consequently rejected.

Request Requirements:

To ensure that requests are valid, the insured employees must:

  • Submit a request to their entity by the end of the service period.
  • Sign an agreement confirming they will not be entitled to an end-of-service gratuity.
  • Join a new employer within six months from the end of their service period.
  • Submit a request to merge their service within three months of joining the new entity.

End-of-Service Gratuity Consideration:

Insured individuals are not eligible for an end-of-service gratuity if they have spent less than one year in a specific entity.

These amendments to the Shourak program offer greater flexibility and support to Emirati employees transitioning between employers, allowing them to efficiently merge service years within a more extended time frame.
